And so was the answer – just like in rugby, the answer is because as the game developed in the latter part of the 19th century, the national bodies formed in the UK were formed along the 4 country lines – just as they did in rugby. The only difference is that the FA of Northern Ireland split with that of Eire when Ireland gained its independence. There is no desire among the parties to merge, and little to force them to.
