Close to it LB. There is one big difference though.
The NRL are actually addressing the problem with a Referees/Coaches conference call this week. They are even looking at a possible mid-season rule change to combat the confusion.
The breakdown has been a problem for the IRB for a few years now – and they have done very little to rectify it over that period.
