0The arguments for a law change are all good ones in theory.
However unintended consequences of such a law change come into play, and they would be all negative.
Less attacking play, fewer tries, more kicking, and far more scrums (and therefore resets). Nobody wants that, with the exception of South Africa, and England should they become dominant again.
You couldn’t have any flat passes near the gain line – you know, the ones that often lead to line breaks. Any sort of passing would need huge depth from the receiver, meaning it’s significantly harder to make the gain line, meaning teams go backwards, meaning more kicking.
And worst of all, we’d have significantly more scrums. Rugby Union has more than enough of those as it is.
